Operating Rules

I. All UWFC aircraft shall be flown in compliance with current Federal Aviation Regulations (FARs).

II. Who may fly UWFC aircraft:

a) An FAA certified pilot with private or higher airplane certificate who is current for all applicable FARs, is a UWFC member in good standing, and meets the additional following requirements:

i) Prior to solo flight as pilot-in-command of any UWFC aircraft, a member must have completed an initial check ride in a UWFC aircraft, with a UWFC Designated Instructor.

ii) Within the twenty-four (24) months immediately preceding any flight as pilot-in-command, a member must have completed one of the following:

(1) The addition of a pilot certificate or rating.

(2) Completion of a phase in the FAA Wings program.

(3) Completion of a Flight Review under FAR 61.56.

iii) All members must comply with Dane County Regional Airport (KMSN) security regulations.

iv) Members shall comply with all insurance requirements for operation of UWFC aircraft. Note: A CFI is not covered.

b) Any student pilot who is a UWFC member under direct supervision of a UWFC Designated Instructor may fly UWFC aircraft. A student pilot who has not flown within the previous 30 days must have a dual check ride with a UWFC Designated Instructor. Student pilots must have prior approval by a UWFC Designated Instructor for each solo flight.

c) Non-members may not fly UWFC aircraft other than the following two exceptions. UWFC Designated Instructors may fly UWFC aircraft for the purpose of instructing UWFC members. Maintenance personnel who are employees of the FBO performing maintenance may operate the aircraft for test purposes only, in accordance with the UWFC's insurance policy.

III. UWFC Designated Instructors:

a) Any CFI(I) employed by Wisconsin Aviation (Wis AV) – Madison, or any CFI(I) who is also a member of UWFC, or any CFI(I) employed by Morey Airplane Co. as a UWFC Designated Instructor. The President may approve other FAA Certified Flight Instructors to be UWFC Designated Instructors.

IV. Scheduling of Aircraft:

a) All aircraft scheduling is done via the on-line resource scheduler. See the Aircraft Details page of our website for more details. If a member does not have internet access to make or modify a reservation, call the President or Office Manager for assistance.

b) Any member more than 30 minutes late for starting a scheduled flight of two hours or less or more than one hour late for a flight scheduled in excess of two hours, shall forfeit the remainder of the reservation to any other member wishing to fly.

c) If a reservation is cancelled, please be considerate and notify any alternate pilot on the scheduler of the aircraft’s availability. If returning an aircraft early, log on to the scheduler and “return resource” so that other members can tell if the aircraft is available.

d) For aircraft tied down on the East ramp: The member must obtain from staff at the Wis AV lobby desk the flight ticket clipboard and key. During preflight, the member must check the Hobbs “Time Out” that appears on the flight ticket. After the flight, the member must fill in the Hobbs “Time In”, the date, and the member must sign the statement at the top of the flight ticket, fill in destination, and print her/his name legibly in the designated space near the bottom before returning the flight ticket, key, and clipboard to the Wis AV lobby desk.

e) For hangared aircraft the key and clipboard with flight ticket are in the baggage compartment. During preflight, the member must check the Hobbs “Time Out” that appears on the flight ticket. After the flight, the member must fill in the Hobbs “Time In”, the date, and the member must sign the statement at the top of the flight ticket, fill in destination, and print her/his name legibly in the designated space near the bottom before placing the flight ticket in the designated space in the hangar. Take a blank flight ticket, fill in the “Time Out” with current Hobbs time, lock the aircraft and return the flight ticket, key, and clipboard to the baggage compartment.

f) Only the time needed to complete the flight shall be scheduled. Aircraft are to be returned as scheduled. If, after departure - aircraft malfunction or bad weather prevent returning safely on time, the pilot must update the online scheduler and notify other affected pilots. Notify Fleet Captain of maintenance issue.

g) No UWFC member, without prior approval of the UWFC President or Office Manager, may schedule one or more time blocks that include more than two weekends per calendar month. (Weekend = Friday through Monday)

h) Trips in duration of five (5) days or less may be scheduled at any time if the aircraft is available. A minimum of two hours per day average will be charged for such trips unless it is excused due to poor flying weather or aircraft malfunction.

i) Trips of more than five days must be approved by the President or Office Manager. Submit the following information in writing or email as far in advance as possible:

i) date range for which aircraft is desired.

ii) destination.

iii) number of hours aircraft will be flown (two hour/day minimum). This will be the minimum charge for the trip.

iv) If the member's request for the aircraft is granted, only poor flying weather or aircraft malfunction will excuse the minimums. Prior usage and trip feasibility may be considered in granting use of aircraft under this section.

j) No member shall have more than 4 active reservations.

k) No member shall schedule more than 2 multi-day reservations per month.

l) A day is defined as any reservation more than 24 hours. A two-hour minimum will apply.

m) Any multi-day reservations shall be separated by a 24-hour period.

n) Rules j, k, m may be waived at the discretion of the President or Office Manager.

o) Cancelling of a scheduled flight shall be done as far in advance as possible. If a reservation is not cancelled, the member may be required to pay a down time fee based on the number of hours scheduled, at 1/2 the normal rental rate for the aircraft scheduled, as determined by the President ($200 maximum).

p) No member shall alter the aircraft scheduling of any other member without prior permission of the other member. However, the schedule may be changed for maintenance purposes by the President, the UWFC Office Manager, the Fleet Captain, or board member.

V. Cross-Country Flights:

a) All flights which land outside of the Continental U.S. must have the prior approval of the UWFC President. All extra costs (e.g., Customs fees) are to be paid by the member.

i) Flights into Mexico are prohibited.

b) All fuel, oil, preheats, and routine service bills that you pay, and submit to the UWFC Office Manager will be credited on your next UWFC billing statement. Receipts, in the form of a legible invoice or charge card receipt showing the aircraft's "N" number and member’s name, must be submitted. Landing, handling, parking, tiedown, de-icing, hangar fees and chart purchases will not be reimbursed. No member is authorized to have an FBO directbill the UWFC for any charges.

*Hangar fees may be reimbursed if justified up to the current rates charged at KMSN.

VI. Ground Operation:

a) Always make a thorough preflight inspection of the aircraft before flying. This includes required papers (“AROW”). Members will be held responsible for this, as well as the condition of the aircraft upon its return.

b) Keep aircraft clean and tidy. Clean leading edges and windshield after every flight. Cleaning supplies are available in each aircraft and the hangar.

c) Keep towbar off the nose wheel unless actively moving the aircraft.

d) UWFC will pay for any preheats when the ambient air temperature is below 32 degrees Fahrenheit. A preheat is required if the temperature is below 32 degrees. The cost of engine “Preheats” is billed directly to UWFC by WisAV. If in doubt about getting a safe, sure engine start -- Preheat!

e) UWFC will not pay for de-icing.

f) The primary billing record is the flight ticket on the clipboard. Hobbs meter time will be used in filling out a flight ticket for each flight. It is imperative that the pilot check the Hobbs meter and the flight time record of the previous pilot before the flight.

i) If the meter is between two numbers, the higher one shall be used.

ii) If the Hobbs meter is inoperative, tach time shall be recorded and noted on the flight ticket.

iii) If there is a Hobbs meter discrepancy, have your flight ticket signed off by an FBO employee or another UWFC member or submit a picture of the Hobbs meter; otherwise, the difference in hours will be charged to you.

g) If you notice anything unusual about the aircraft, you are required to:

i) Note the problem in the online scheduler (be sure to include date, N-number, your name, and your telephone number) and notify the Fleet Captain.

ii) If the problem appears hazardous or affects airworthiness, enter squawk into aircraftclubs.com and notify one of the following in this order: Fleet Captain, UWFC President, Office Manager. Otherwise, another member may inadvertently fly the airplane while a hazardous condition exists.

h) After completing a flight, leave the aircraft in the hangar, Wis Av ramp, or in a suitable tie-down position. Be sure that:

i) Aircraft is secured as per manufacturer's checklist.

ii) Control wheel lock is in place.

iii) Master switch is turned off (leave the beacon switch “on” for quick verification outside the aircraft that the master switch is off).

iv) Parking brake is off.

v) Airplane fuel should be between 30- and 40-gallons total.

vi) Oil level between 5-6 quarts.

vii) Lock all doors.

viii) Plane is to be tied down with locking knots unless you leave it in the hangar or in front of the Wis Av terminal for the line personnel to park and tie down or return it to the hangar.

ix) If plane is left in front of the Wis Av terminal, you must inform line or front desk personnel of request for Wis Av staff to tie the plane down.

x) Aircraft tied down on the East ramp: Clipboard and key is returned to Wis Av lobby desk. Hangared aircraft: Clipboard and key placed in unlocked luggage compartment.

xi) Your name and date of flight are legible on flight ticket.

i) There will be no smoking or exposure to open flame, in or near the aircraft, at any time.

j) If the master switch is left on, the cost to recharge or replace the battery shall be borne by the pilot responsible.

VII. In-Flight Operation:

a) All UWFC aircraft shall be operated only from those landing areas that are recognized by the FAA as public or private airports. This means that they can be found on a current sectional chart.

i) All UWFC aircraft shall be flown within manufacture’s operating limitations.

ii) Spins are prohibited

VIII. Night VFR Operation:

a) A student pilots may only fly solo at night when under direct supervision of a UWFC Designated Instructor.

IX. Logbooks:

a) Pilot logbooks of UWFC members will be made available for inspection upon request of a UWFC Officer.

b) Aircraft logbooks are stored in Wis Av Maintenance’s office.

i) Aircraft logbooks may be checked out with Wis Av. Pilot must sign out logbooks on Wis Av’s form and notify Fleet Captain.

X. Aircraft Rates:

a) Aircraft rates are established and revised as needed by the UWFC Board of Directors. These are “wet” rates, i.e., fuel and oil are included.

XI. Member Requirements – Billing

a) Monthly, each UWFC member shall be billed dues, plus any incurred outstanding charges including hourly usage at the current rate in effect. Bills are payable on receipt. Balances that remain unpaid after 30 days are subject to a finance charge of 1.5% per month.

XII. UWFC Service Requirement:

a) Each member will be required to donate four (4) events each calendar year toward UWFC service.

i) One (1) event of this requirement may be satisfied by attending FAA or AOPA recognized safety events.

ii) Volunteer service to the UWFC shall be fulfilled by virtue of holding a UWFC office or serving as a member of the Board of Directors.

iii) UWFC service activities such as the airplane wash and assisting in a club aircraft annual inspection are included.

iv) It is the member’s responsibility to submit the events to the Office Manager.

v) Hours not served will be billed to the UWFC member at a rate of $50 per hour on year end or prorated on inactivation of membership.

XIII. Insurance Coverage:

a) Each UWFC member is responsible for being familiar with the provisions of the insurance policy or policies in force at any given time and shall rely on coverage from UWFC insurance based only on the provisions of the policy or policies themselves.

b) A Member shall pay any deductibles in effect at the time of an occurrence which could result in an insurance claim but not less than $1,000.

c) UWFC does not carry insurance on any aircraft not owned by the UWFC and does not insure any member when flying aircraft not owned by UWFC.

XIV. Violations:

a) Violation of these Rules render a member liable to monetary fine, temporary flight suspension, and in extreme cases, expulsion from the UWFC, as provided by Sections 6, 14 and 22 of the Constitution.
